「虎尾潮(HooWave)」是一項為雲林虎尾鎮量身打造的革命性韌性總體規劃,旨在化解都市急速擴張與水環境惡化之間的拉鋸與衝突。本計畫導入「基於自然的解決方案」(Nature-Based Solutions, NbS),將過去令人卻步的剛性三面光排水溝渠與「水泥巨牆」三面護岸,轉化為充滿生命力的動態藍綠網絡,重新缝合城鎮與北港溪綿延歷史的水岸連結。
本次規劃集防洪安全、水質淨化與糖業文化資產保存於一體,不僅為台灣開創了韌性都市計畫的重要典範,更在山海之間構築了一座實踐永續發展的「生態跳島(Stepping Stone)」。
HooWave is a transformative resilient master plan for Huwei Township that seeks to reconcile the tension between rapid urban development and a deteriorating water environment. By employing Nature-Based Solutions (NbS), the project transforms unapproachable drainage ditches and “concrete great walls” into a dynamic blue-green network that restores the township’s historical connection to the Beigang River. This initiative establishes a national model for resilient urban planning, integrating flood safety, water purification, and the preservation of sugar industry heritage to create a sustainable “stepping stone” between the mountains and the sea.
計畫開端:韌性虎尾的蛻變 Project Narrative: Resilient Huwei
虎尾,這座曾因糖業繁榮而寫下輝煌篇章的城鎮,近年來因都市擴張與高鐵特定區的開發,正面臨日益沉重的環境負荷。
這座城鎮過去深陷「四重複雜危機」:排水系統效率不彰導致的頻繁洪澇、地下水位逐年下降、渠道嚴重污染,以及高聳防洪陸堤所造成的人民與北港溪之間的物理隔離。為此,「虎尾潮」計畫應運而生,旨在以水系為核心發展軸線,重新縫合虎尾歷史老街區與高鐵新市鎮,重新啟動城市的水岸脈動。
在設計思考上,本案從過往硬體工程的「剛性對抗」,轉向「動態平衡」。透過局部拓寬河道、恢復北港溪自然的「編織狀河道(Braided River)」型態,本計畫在有效控管洪水風險的同時,也為本土物種創造了多元的棲地。此外,團隊透過「分散式韌性網絡」對於區域承洪韌性進行科學量化管理,整合農地滯洪與綠色生態走廊,成功為該城鎮降低了約 12% 的原始地表逕流。
在確保治水規劃妥善無虞外,這也是一場在地文化的文藝復興。我們將過去遭受忽視的安慶圳與糖鐵舊軌道,被重新勾勒為「活力水岸地景」;酒精槽等工業遺址則有機融合至感官花園與教育園區中。透過這些前瞻性措施,「虎尾潮」成功活絡了土地的「血管」,確保虎尾能為世世代代的子孫,保留一座安全、優美且蘊含文化底蘊的永續聚落。
Huwei, once defined by its thriving sugar industry, has faced a growing environmental load due to urban expansion and the arrival of the High-Speed Railway (THSR). The township suffered from a four-fold crisis: frequent inundation from inefficient drainage, a depleting groundwater table, polluted channels, and physical isolation from the Beigang River caused by high flood levees. The “HooWave” project was initiated to stitch together historical Huwei and the new THSR district, using the water system as a central axis to revive the town’s pulse.
The design philosophy shifts from rigid engineering to a dynamic balance. By widening the river phases and restoring the natural braided river state of the Beigang River, the project manages flood risks while creating diverse habitats for native species. Measurable resilience is achieved through a decentralized network that includes farmland detention and green corridors, successfully reducing the township’s original runoff by an estimated 12%.
Beyond safety, the project is a cultural renaissance. The neglected Anqing Channel and the historical Sugar Railway are reimagined as a “lively waterfront landscape,” where industrial ruins like alcohol tanks are integrated into a sensory garden and educational park. Through these interventions, HooWave restores the “blood vessels” of the land, ensuring Huwei remains a safe, beautiful, and culturally enriched settlement for future generations.
四大環境挑戰:直面虎尾的水環境危機 The Four-Fold Challenge: Addressing Huwei’s Water Crisis
1.地勢低窪與洪澇問題:因地勢低窪及排水系統不彰引發的季節性淹水。
2.地下水乾涸與乾旱:地下水位逐年下降所引發的旱象與水資源危機。
3.渠道污染惡臭:水質惡化與惡臭導致居民對在地渠道敬而遠之。
4.高聳堤防的阻隔:高聳的剛性防洪陸堤,孤立了居民與河川的依賴關係。
上述這些結構性挑戰,亟需透過水利安全與都市計畫的跨領域整合,才能徹底翻轉並重塑城鎮的整體居住環境。
The project began by addressing four critical issues: inundation caused by lower terrain and poor drainage; drought resulting from an annual decline in groundwater; pollution that caused residents to avoid the stench of local channels; and flood barriers created by high riverbanks that isolated townspeople from their river. These challenges necessitated a cross-domain integration of water safety and urban planning to restore the township’s living environment.
虎尾潮 NBS 策略:復育編織狀河道與大地生機 HooWave NBS: Restoring the Braided River and Vitality
北港溪的生態復育,核心在於「化人工剛性破壞為自然生態轉機」。
本設計透過將高聳的陡峭河岸改造成緩坡,並實施基於生態原則的自然疏濬,重新喚醒水陸交界的健康「藍綠生態交會帶(Ecotone)」。此工法容許河道自然擺動、有效分散洪汛能量、降低橋樑結構的沖刷風險,同時創造出深潭、淺灘與沙洲等多元微棲地,為水岸生態注入源源不絕的生命力。
The restoration of the Beigang River focuses on transitioning from artificial force back to natural vitality. By cutting high riverbanks into gentle slopes and implementing nature-based dredging, the design restores the healthy blue-green ecotone where water and land meet. This approach allows the river to naturally swing, disperses flood energy, and reduces the risk to bridge structures while creating diverse habitats such as pools, riffles, and sandy bars.
糖業文化的復興:糖鐵與安慶圳的跨時空縫合 Cultural Renaissance: Reclaiming the Sugar Rail and Anqing Channel
本規劃的核心亮點為「糖業歷史軸線(Sugar History Line)」,將過去的工業廊道活化為步行友善空間與自然遊戲場。
針對安慶圳,團隊採取了「水岸縫合(Riverbank Stitching)」策略,利用高架步道與療癒花園取代冰冷的水泥護岸。不僅找回了城鎮的「水圳記憶」,更打造出一條串聯糖廠舊倉庫與全新水岸步道的「水質淨化教育廊道」。
A central feature of the plan is the “Sugar History Line,” which transforms former industrial corridors into pedestrian zones and nature play areas. The Anqing Channel is reimagined through “riverbank stitching,” where elevated grille trails and healing gardens replace concrete barriers. This restores the “waterway memory” of the town while providing a water purification education corridor that connects the sugar factory warehouses with new waterfront walkways.
韌性城鎮新典範:區域水質提升與生物多樣性指標 A Model for Resilience: Water Quality and Biodiversity
導入了多層次的水質淨化策略,其中包括在河床下設置「河床下現地處理設施」,利用繩狀固定生物介質 (Rope-type Fixed Media)並藉由重力流引水淨化。成功將水質從過去的「嚴重污染」大幅改善至「輕度污染」,且相較於傳統淨水設施,節省了高達 50% 的土地使用面積。同時,亦帶動了本地生物多樣性的回歸,為台灣特有亞種「黃金蝙蝠(台灣金黃鼠耳蝠)」、螢火蟲及多種本土原生魚類,提供了高度特化的專屬庇護棲地。
The project implements a multi-layered water purification strategy, including under-river-bed treatment facilities that use rope-type fixed media to clean water via gravity flow. These measures improve water quality from “severely polluted” to “lightly polluted” while requiring 50% less land than traditional installations. This improved environment supports increased biodiversity, providing specialized habitats for species like the Formosan Golden Bat, fireflies, and native fish.
