Project Statement
「大涼生態公園(公97 公園)」為一座面積約1.47公頃的水岸生態公園,作為串聯臺南都市核心的重要藍綠縫合節點。基地位於臺南運河重要轉折處,完整保留珍貴的都市潮間帶生態系統與百年榕樹群,同時延續原址作為「須田造船所」的歷史記憶。
本計畫透過自然為本解方(Nature-Based Solutions, NbS)及無動力潮汐循環系統,將原本被忽視的工業遺址,轉化為兼具韌性、生態多樣性與公共生活價值的都市森林,重新建立臺南市民與歷史水岸之間的情感連結。
“Heart of the Canal, Flagship Navigation” is a transformative 1.47-hectare waterfront park that serves as a vital blue-green suture for Tainan’s urban core. Located at a critical bend of the Tainan Canal, the project preserves a rare urban intertidal ecosystem and a cluster of century-old banyan trees, reclaiming the site’s history as the former Suda and Hamada shipyards. By employing Nature-Based Solutions (NbS) and a power-free tidal circulation system, the park transitions from a neglected industrial relic into a resilient, biodiverse “urban forest” that reconnects the citizens of Tainan with their historical waterway.
水與樹的記憶:基地的歷史脈絡 A Legacy of Water and Wood: The Site’s Historical Context
基地具有深厚歷史文化價值,於日治時期曾為臺南運河盲段及重要造船產業聚落核心。隨著時代演變,原有工業空間逐漸面臨轉型壓力,如何在都市更新過程中保留歷史紋理與文化記憶,成為本計畫的重要課題。
此外,基地內保存珍貴的都市老樹群,包括百年榕樹與金龜樹,同時保有在高度都市化環境中極為稀有的潮間帶生態系統。在周邊「水泥城市」持續擴張之下,這些自然與歷史元素成為見證臺南城市發展的重要「活文化資產」。
本計畫因此以「保留歷史、延續生態、重塑公共空間」為核心,重新定義都市與自然、水岸與文化之間的關係。
The site carries profound cultural weight, once serving as the “canal blind end” and the hub of Tainan’s shipbuilding industry during the Japanese colonial period. Over decades, the transition from industrial shipyards to a modern urban park risked losing these historical layers. Furthermore, the site contained rare urban old-growth trees, including banyans and Golden Turtle trees, alongside a fragile intertidal zone that had survived the surrounding “cement city” expansion. The challenge was to modernize the district while preserving these “living witnesses” of Tainan’s development.
孕河之心、旗艦領航:被動式自然解方 The Living Canal: Passive Nature-Based Solutions
本計畫核心設施之一為「生態水運河(Ecological Water Canal)」,透過以自然為本的解方(NbS)建立一套具生命力的水循環系統。
無動力潮汐循環: 透過特殊閘門與水位控制設計,引入安平港自然潮差作為循環動力,使水體可持續流動,不需額外機械設備即可維持「活水」狀態,有效避免水體停滯與病媒蚊孳生問題。
韌性防洪基盤: 公園同時具備暴潮與豪雨期間之臨時滯洪功能,可有效減輕周邊星鑽地區排水系統負擔,提升都市防洪韌性。
低衝擊開發: 基地導入低衝擊開發 策略,包括雨水花園、透水鋪面與生態草溝等設設計,提升雨水入滲能力並淨化地表逕流後再排入運河系統。
Central to the project is the “Ecological Water Canal,” a dynamic living system that utilizes Nature-Based Solutions (NbS) to manage water health.
Energy-Free Circulation: Using a unique valve and gate design, the park leverages the natural tidal range of the Anping Port to circulate water. This ensures a “live water” environment without the need for mechanical power, preventing stagnant water and mosquito breeding.
Resilient Infrastructure: The park serves as a temporary detention space during storm surges and heavy rains, relieving the drainage burden on the surrounding Star Diamond development area.
LID Implementation: Through Low Impact Development (LID) techniques—including rain gardens, permeable paving, and bioswales—the site maximizes water infiltration and purifies surface runoff before it reaches the canal.
縫合都市的藍與綠:生態復育策略 Stitching the Blue and the Green: Ecological Restoration
本計畫以「最小干擾」為原則,優先保護既有潮間帶生態系統,並透過自然探索步道系統,引導民眾以低衝擊方式親近自然。
棲地復育: 恢復後的潮間帶環境,已成功成為招潮蟹、彈塗魚等物種的重要棲地。
生物多樣性提升: 公園啟用後,已觀察到超過六種蟹類重新回到基地活動,顯示生態系統逐步恢復健康。
氣候調適:新增植栽以耐鹽性原生植物為主,使整體都市綠洲得以適應潮汐鹽水環境,同時有效降低都市熱島效應。
The design prioritizes the protection of the existing intertidal ecosystem. By creating a “natural exploration path” with minimal disturbance, the project has successfully:
Restored Habitats: The intertidal flats now support a thriving population of fiddler crabs, mudskippers, and mullet.
Enhanced Biodiversity: Since completion, more than six species of crabs have been documented returning to the site.
Climate Adaptation: New plantings were selected for their salt tolerance, ensuring the “urban oasis” can withstand saline tidal waters while mitigating the urban heat island effect.
歷史精神復興:重現造船產業精神 Cultural Renaissance: Reclaiming the Shipyard Spirit
本計畫亦是一座融合歷史記憶的開放式城市博物館,將臺南的產業文化重新融入都市景觀之中。
造船意象設計: 透過造船廠語彙鋪面設計、保留舊有護岸及繫船柱等歷史構件,重現原須田造船所之歷史場景與空間記憶。
龍鳳壁歷史文化牆保存: 原臺南中國城的重要文化遺構「龍鳳牆」,亦被完整整合於園區設計之中,形成串聯城市過去與現在的重要文化象徵。
榕樹廣場: 百年榕樹群成為公園最具代表性的綠色入口意象,其濃密樹冠更延伸至30公尺寬的都市林蔭大道,塑造兼具歷史感與城市尺度的公共空間體驗
The park serves as an open-air museum, integrating Tainan’s cultural memory into its physical landscape:
Shipbuilding Imagery: The design utilizes shipyard-inspired paving and preserved artifacts, such as old embankments and bollards, to tell the story of the former Suda Shipyard.
The Dragon and Phoenix Wall: A significant cultural relic from the former Tainan China Town was masterfully integrated into the park, creating a cultural resonance that bridges the city’s past and present.
The Banyan Plaza: The cluster of century-old banyan trees acts as a majestic green gateway, extending the lush canopy of the park into the 30-meter-wide urban boulevard.
可量化的城市效益與公共活力 Measurable Impacts and Urban Vitality
公97大涼生態公園計畫成功創造顯著的社會、環境與經濟效益。
經濟效益: 公園開發帶動周邊星鑽地區土地價值成長約47%,成為都市更新的重要驅動力量。
社會連結: 透過新增兩處水岸平台,並串聯水岸藝術節及遊船碼頭系統,公園已成為臺南全新的「城市客廳」。

The Public Park 97 project has delivered significant social, environmental, and economic value:
Economic Value: The park’s development has contributed to a 47% increase in the value of surrounding land in the Star Diamond district.
Social Connectivity: By creating two new waterfront platforms and integrating with the Water Art Festival and cruise ship docks, the park has become Tainan’s new “urban living room.”
Sustainability: The project fulfills Tainan’s vision of a “Low-Carbon City,” extending a continuous green corridor from the canal’s blind end along its entire length, ensuring a sustainable legacy for the “Capital of Culture.”
