Project Statement
榮獲國家卓越建設獎肯定的「臺南運河橋體燈光及周邊景觀重塑工程」,為針對臺南運河南岸長達3.2公里水岸廊道所推動的整體景觀再造計畫。基地面積約8.75公頃,整合沿線六座橋體及大涼生態公園、安平運河公園等多元開放空間,打造兼具整體性與連續性的都市水岸景觀。
本計畫以「古都新生、魅力運河」為核心願景,導入智慧景觀技術及LID低衝擊開發設計理念,改善既有零碎且缺乏串聯的水岸空間,重塑兼具韌性、生態與美學價值的「金色流域」,進一步強化臺南歷史運河軸帶的空間特色與城市意象,塑造兼具文化底蘊、休閒遊憩及永續發展的優質水岸環境。
The Tainan Canal Bridge Lighting and Landscape Reshaping Project, recipient of the National Golden Award for Excellence in Construction, represents a transformative 3.1-kilometre waterfront corridor along the south bank of the Tainan Canal. Spanning approximately 8.75 hectares, the initiative integrates six major bridge structures and diverse park spaces—including Daliang Eco Park and Anping Canal Park—into a cohesive urban landscape. Guided by the vision of “Ancient Capital Rebirth, Charming Canal,” the project employs Smart Landscape technology and Low Impact Development (LID) to transition a fragmented waterway into a resilient, aesthetically unified “Golden Stream” that strengthens Tainan’s historical maritime identity.

基地作為城市綠肺,承載了見證臺南發展的重要歷史。設計的首要要求是保留基地既有喬木,包含大涼生態公園內的紅樹林生態系以及划船訓練中心旁的臺灣海棗,並種植水黃皮與黃槿等本土及耐鹽物種,藉此緩解都市熱島效應,並在鹽分潮汐環境下強化這座城市綠洲的生命力。
The project site serves as a vital green lung for the city, containing significant biological history that acts as a living witness to Tainan’s development. A primary design requirement was the preservation of all existing trees, including the rare mangrove clusters in Daliang Eco Park and the rows of Date Palms near the Rowing Training Center. These specimens are integrated into a continuous, shaded green corridor that utilizes native and salt-tolerant species—such as Pongamia pinnata and Hibiscus tiliaceus—to mitigate the urban heat island effect and strengthen the urban oasis against saline tidal conditions.

Central to the project is a sophisticated technical implementation focused on sustainability and intelligence. The infrastructure prioritizes resource efficiency through a smart lighting navigation system that replaces outdated high-pressure sodium lamps with 3000K LED landscape lights, establishing a warm atmosphere while reducing energy consumption and light pollution. Furthermore, the integration of Nature-Based Solutions, such as eco-swales and permeable paving, maximizes natural water infiltration. This approach reduces the burden on urban drainage systems and enhances the purification of surface runoff before it enters the canal.
本計畫以運河軸帶發展為空間發想,將全長 3,195 公尺的水岸廊道劃分為「綠蔭生態休閒段」、「森悠樂活休憩段」及「港濱文化轉譯段」三大主題空間,引領民眾由現代休閒娛樂的運河星鑽地區(開發中),逐步走入並重新感受昔日府城港濱的歷史風貌。
其中,綠蔭生態休閒段以大涼生態公園為核心,秉持維護豐富生物棲地與生態環境的理念,打造兼具保育與休憩功能的綠色場域;森悠樂活休憩段鄰近商業區,自臨安橋至望月橋營造適合傍晚散步、品味咖啡,直至夜間小酌的運河漫步綠廊;港濱文化轉譯段則將南岸打造為一座露天博物館,透過回收紅磚鋪面及歷史紋理圖騰,詮釋臺南運河從工業運輸路線蛻變為文化地標的發展歷程。
The narrative of the 3,195-metre stretch is organized into three distinct segments that lead visitors from modern leisure back to historical roots. The Green Eco-Leisure Section features an “ecological classroom” at Daliang Eco Park, utilizing interactive facilities to educate the public on local biodiversity. The Forest LOHAS Section focuses on modern recreation with active fitness zones and a Smart Waterfront Walkway featuring interactive misting and smart furniture. Finally, the Harbor Culture Section serves as an open-air museum, utilizing reused red brick paving and historical texture patterns to interpret the canal’s evolution from an industrial transport route to a cultural landmark.

本計畫動線主要分為人行動線及自行車動線,並嚴格遵循通用設計原則。人行道寬度皆至少達2.5公尺,自行車動線規劃雙向寬度≧2.5公尺之自行車專用道或人車共用道,並透過標線或實體鋪面加以區隔,創造安全且明確的人車分流環境。
廊道全線設置坡度平緩的無障礙坡道、座椅增設扶手,協助長者安全起身,提供電輔車及行動輔助載具充電設施,並設置陪伴休憩區,使不同族群友善且舒適的使用環境。透過完善的包容性設計,使運河成為全民共享的休閒空間,並呼應聯合國永續發展目標(SDGs)所倡議的包容、安全與永續發展理念。
The circulation network of this project is primarily divided into pedestrian and bicycle pathways, strictly adhering to Universal Design (UD) principles. All pedestrian walkways maintain a minimum width of 2.5 meters. For bicycle circulation, dedicated bike lanes or shared pedestrian-bike paths are planned with a two-way width of 2.5 meters, clearly delineated by road markings or distinct physical pavements to create a safe, well-defined environment that separates pedestrians and vehicles.
Along the entire corridor, gentle accessible ramps are installed, and benches are equipped with armrests to help the elderly stand up safely. The project also provides charging stations for electric-assist bicycles and mobility assistive devices, alongside companion seating areas, ensuring an inclusive and comfortable environment for diverse user groups. Through this comprehensive Inclusive Design, the canal is transformed into a recreational space shared by all, closely aligning with the United Nations Sustainable Development Goals (SDGs) advocating for inclusive, safe, and sustainable development.
