「大涼生態公園(公97 公園)」為一座面積約1.47公頃的水岸生態公園，作為串聯臺南都市核心的重要藍綠縫合節點。基地位於臺南運河重要轉折處，完整保留珍貴的都市潮間帶生態系統與百年榕樹群，同時延續原址作為「須田造船所」的歷史記憶。

本計畫透過自然為本解方（Nature-Based Solutions, NbS）及無動力潮汐循環系統，將原本被忽視的工業遺址，轉化為兼具韌性、生態多樣性與公共生活價值的都市森林，重新建立臺南市民與歷史水岸之間的情感連結。

“Heart of the Canal, Flagship Navigation” is a transformative 1.47-hectare waterfront park that serves as a vital blue-green suture for Tainan’s urban core. Located at a critical bend of the Tainan Canal, the project preserves a rare urban intertidal ecosystem and a cluster of century-old banyan trees, reclaiming the site’s history as the former Suda and Hamada shipyards. By employing Nature-Based Solutions (NbS) and a power-free tidal circulation system, the park transitions from a neglected industrial relic into a resilient, biodiverse “urban forest” that reconnects the citizens of Tainan with their historical waterway.

水與樹的記憶：基地的歷史脈絡 A Legacy of Water and Wood: The Site’s Historical Context

基地具有深厚歷史文化價值，於日治時期曾為臺南運河盲段及重要造船產業聚落核心。隨著時代演變，原有工業空間逐漸面臨轉型壓力，如何在都市更新過程中保留歷史紋理與文化記憶，成為本計畫的重要課題。
此外，基地內保存珍貴的都市老樹群，包括百年榕樹與金龜樹，同時保有在高度都市化環境中極為稀有的潮間帶生態系統。在周邊「水泥城市」持續擴張之下，這些自然與歷史元素成為見證臺南城市發展的重要「活文化資產」。
本計畫因此以「保留歷史、延續生態、重塑公共空間」為核心，重新定義都市與自然、水岸與文化之間的關係。

The site carries profound cultural weight, once serving as the “canal blind end” and the hub of Tainan’s shipbuilding industry during the Japanese colonial period. Over decades, the transition from industrial shipyards to a modern urban park risked losing these historical layers. Furthermore, the site contained rare urban old-growth trees, including banyans and Golden Turtle trees, alongside a fragile intertidal zone that had survived the surrounding “cement city” expansion. The challenge was to modernize the district while preserving these “living witnesses” of Tainan’s development.

孕河之心、旗艦領航：被動式自然解方 The Living Canal: Passive Nature-Based Solutions

本計畫核心設施之一為「生態水運河（Ecological Water Canal）」，透過以自然為本的解方（NbS）建立一套具生命力的水循環系統。
無動力潮汐循環: 透過特殊閘門與水位控制設計，引入安平港自然潮差作為循環動力，使水體可持續流動，不需額外機械設備即可維持「活水」狀態，有效避免水體停滯與病媒蚊孳生問題。
韌性防洪基盤: 公園同時具備暴潮與豪雨期間之臨時滯洪功能，可有效減輕周邊星鑽地區排水系統負擔，提升都市防洪韌性。
低衝擊開發: 基地導入低衝擊開發 策略，包括雨水花園、透水鋪面與生態草溝等設設計，提升雨水入滲能力並淨化地表逕流後再排入運河系統。

Central to the project is the “Ecological Water Canal,” a dynamic living system that utilizes Nature-Based Solutions (NbS) to manage water health.
Energy-Free Circulation: Using a unique valve and gate design, the park leverages the natural tidal range of the Anping Port to circulate water. This ensures a “live water” environment without the need for mechanical power, preventing stagnant water and mosquito breeding.
Resilient Infrastructure: The park serves as a temporary detention space during storm surges and heavy rains, relieving the drainage burden on the surrounding Star Diamond development area.
LID Implementation: Through Low Impact Development (LID) techniques—including rain gardens, permeable paving, and bioswales—the site maximizes water infiltration and purifies surface runoff before it reaches the canal.

縫合都市的藍與綠：生態復育策略 Stitching the Blue and the Green: Ecological Restoration

本計畫以「最小干擾」為原則，優先保護既有潮間帶生態系統，並透過自然探索步道系統，引導民眾以低衝擊方式親近自然。
棲地復育: 恢復後的潮間帶環境，已成功成為招潮蟹、彈塗魚等物種的重要棲地。
生物多樣性提升: 公園啟用後，已觀察到超過六種蟹類重新回到基地活動，顯示生態系統逐步恢復健康。
氣候調適:新增植栽以耐鹽性原生植物為主，使整體都市綠洲得以適應潮汐鹽水環境，同時有效降低都市熱島效應。

The design prioritizes the protection of the existing intertidal ecosystem. By creating a “natural exploration path” with minimal disturbance, the project has successfully:
Restored Habitats: The intertidal flats now support a thriving population of fiddler crabs, mudskippers, and mullet.
Enhanced Biodiversity: Since completion, more than six species of crabs have been documented returning to the site.
Climate Adaptation: New plantings were selected for their salt tolerance, ensuring the “urban oasis” can withstand saline tidal waters while mitigating the urban heat island effect.

歷史精神復興：重現造船產業精神 Cultural Renaissance: Reclaiming the Shipyard Spirit

本計畫亦是一座融合歷史記憶的開放式城市博物館，將臺南的產業文化重新融入都市景觀之中。
造船意象設計: 透過造船廠語彙鋪面設計、保留舊有護岸及繫船柱等歷史構件，重現原須田造船所之歷史場景與空間記憶。
龍鳳壁歷史文化牆保存: 原臺南中國城的重要文化遺構「龍鳳牆」，亦被完整整合於園區設計之中，形成串聯城市過去與現在的重要文化象徵。
榕樹廣場: 百年榕樹群成為公園最具代表性的綠色入口意象，其濃密樹冠更延伸至30公尺寬的都市林蔭大道，塑造兼具歷史感與城市尺度的公共空間體驗

The park serves as an open-air museum, integrating Tainan’s cultural memory into its physical landscape:
Shipbuilding Imagery: The design utilizes shipyard-inspired paving and preserved artifacts, such as old embankments and bollards, to tell the story of the former Suda Shipyard.
The Dragon and Phoenix Wall: A significant cultural relic from the former Tainan China Town was masterfully integrated into the park, creating a cultural resonance that bridges the city’s past and present.
The Banyan Plaza: The cluster of century-old banyan trees acts as a majestic green gateway, extending the lush canopy of the park into the 30-meter-wide urban boulevard.

The Public Park 97 project has delivered significant social, environmental, and economic value:

「虎尾潮（HooWave）」是一項為雲林虎尾鎮量身打造的革命性韌性總體規劃，旨在化解都市急速擴張與水環境惡化之間的拉鋸與衝突。本計畫導入「基於自然的解決方案」（Nature-Based Solutions, NbS），將過去令人卻步的剛性三面光排水溝渠與「水泥巨牆」三面護岸，轉化為充滿生命力的動態藍綠網絡，重新缝合城鎮與北港溪綿延歷史的水岸連結。

本次規劃集防洪安全、水質淨化與糖業文化資產保存於一體，不僅為台灣開創了韌性都市計畫的重要典範，更在山海之間構築了一座實踐永續發展的「生態跳島（Stepping Stone）」。

HooWave is a transformative resilient master plan for Huwei Township that seeks to reconcile the tension between rapid urban development and a deteriorating water environment. By employing Nature-Based Solutions (NbS), the project transforms unapproachable drainage ditches and “concrete great walls” into a dynamic blue-green network that restores the township’s historical connection to the Beigang River. This initiative establishes a national model for resilient urban planning, integrating flood safety, water purification, and the preservation of sugar industry heritage to create a sustainable “stepping stone” between the mountains and the sea.

計畫開端：韌性虎尾的蛻變 Project Narrative: Resilient Huwei

虎尾，這座曾因糖業繁榮而寫下輝煌篇章的城鎮，近年來因都市擴張與高鐵特定區的開發，正面臨日益沉重的環境負荷。

這座城鎮過去深陷「四重複雜危機」：排水系統效率不彰導致的頻繁洪澇、地下水位逐年下降、渠道嚴重污染，以及高聳防洪陸堤所造成的人民與北港溪之間的物理隔離。為此，「虎尾潮」計畫應運而生，旨在以水系為核心發展軸線，重新縫合虎尾歷史老街區與高鐵新市鎮，重新啟動城市的水岸脈動。

在設計思考上，本案從過往硬體工程的「剛性對抗」，轉向「動態平衡」。透過局部拓寬河道、恢復北港溪自然的「編織狀河道（Braided River）」型態，本計畫在有效控管洪水風險的同時，也為本土物種創造了多元的棲地。此外，團隊透過「分散式韌性網絡」對於區域承洪韌性進行科學量化管理，整合農地滯洪與綠色生態走廊，成功為該城鎮降低了約 12% 的原始地表逕流。

在確保治水規劃妥善無虞外，這也是一場在地文化的文藝復興。我們將過去遭受忽視的安慶圳與糖鐵舊軌道，被重新勾勒為「活力水岸地景」；酒精槽等工業遺址則有機融合至感官花園與教育園區中。透過這些前瞻性措施，「虎尾潮」成功活絡了土地的「血管」，確保虎尾能為世世代代的子孫，保留一座安全、優美且蘊含文化底蘊的永續聚落。

Huwei, once defined by its thriving sugar industry, has faced a growing environmental load due to urban expansion and the arrival of the High-Speed Railway (THSR). The township suffered from a four-fold crisis: frequent inundation from inefficient drainage, a depleting groundwater table, polluted channels, and physical isolation from the Beigang River caused by high flood levees. The “HooWave” project was initiated to stitch together historical Huwei and the new THSR district, using the water system as a central axis to revive the town’s pulse.

The design philosophy shifts from rigid engineering to a dynamic balance. By widening the river phases and restoring the natural braided river state of the Beigang River, the project manages flood risks while creating diverse habitats for native species. Measurable resilience is achieved through a decentralized network that includes farmland detention and green corridors, successfully reducing the township’s original runoff by an estimated 12%.

Beyond safety, the project is a cultural renaissance. The neglected Anqing Channel and the historical Sugar Railway are reimagined as a “lively waterfront landscape,” where industrial ruins like alcohol tanks are integrated into a sensory garden and educational park. Through these interventions, HooWave restores the “blood vessels” of the land, ensuring Huwei remains a safe, beautiful, and culturally enriched settlement for future generations.

四大環境挑戰：直面虎尾的水環境危機 The Four-Fold Challenge: Addressing Huwei’s Water Crisis

1.地勢低窪與洪澇問題：因地勢低窪及排水系統不彰引發的季節性淹水。
2.地下水乾涸與乾旱：地下水位逐年下降所引發的旱象與水資源危機。
3.渠道污染惡臭：水質惡化與惡臭導致居民對在地渠道敬而遠之。
4.高聳堤防的阻隔：高聳的剛性防洪陸堤，孤立了居民與河川的依賴關係。
上述這些結構性挑戰，亟需透過水利安全與都市計畫的跨領域整合，才能徹底翻轉並重塑城鎮的整體居住環境。

The project began by addressing four critical issues: inundation caused by lower terrain and poor drainage; drought resulting from an annual decline in groundwater; pollution that caused residents to avoid the stench of local channels; and flood barriers created by high riverbanks that isolated townspeople from their river. These challenges necessitated a cross-domain integration of water safety and urban planning to restore the township’s living environment.

虎尾潮 NBS 策略：復育編織狀河道與大地生機 HooWave NBS: Restoring the Braided River and Vitality

北港溪的生態復育，核心在於「化人工剛性破壞為自然生態轉機」。

本設計透過將高聳的陡峭河岸改造成緩坡，並實施基於生態原則的自然疏濬，重新喚醒水陸交界的健康「藍綠生態交會帶（Ecotone）」。此工法容許河道自然擺動、有效分散洪汛能量、降低橋樑結構的沖刷風險，同時創造出深潭、淺灘與沙洲等多元微棲地，為水岸生態注入源源不絕的生命力。

The restoration of the Beigang River focuses on transitioning from artificial force back to natural vitality. By cutting high riverbanks into gentle slopes and implementing nature-based dredging, the design restores the healthy blue-green ecotone where water and land meet. This approach allows the river to naturally swing, disperses flood energy, and reduces the risk to bridge structures while creating diverse habitats such as pools, riffles, and sandy bars.

糖業文化的復興：糖鐵與安慶圳的跨時空縫合 Cultural Renaissance: Reclaiming the Sugar Rail and Anqing Channel

本規劃的核心亮點為「糖業歷史軸線（Sugar History Line）」，將過去的工業廊道活化為步行友善空間與自然遊戲場。

針對安慶圳，團隊採取了「水岸縫合（Riverbank Stitching）」策略，利用高架步道與療癒花園取代冰冷的水泥護岸。不僅找回了城鎮的「水圳記憶」，更打造出一條串聯糖廠舊倉庫與全新水岸步道的「水質淨化教育廊道」。

A central feature of the plan is the “Sugar History Line,” which transforms former industrial corridors into pedestrian zones and nature play areas. The Anqing Channel is reimagined through “riverbank stitching,” where elevated grille trails and healing gardens replace concrete barriers. This restores the “waterway memory” of the town while providing a water purification education corridor that connects the sugar factory warehouses with new waterfront walkways.

韌性城鎮新典範：區域水質提升與生物多樣性指標 A Model for Resilience: Water Quality and Biodiversity

導入了多層次的水質淨化策略，其中包括在河床下設置「河床下現地處理設施」，利用繩狀固定生物介質 （Rope-type Fixed Media）並藉由重力流引水淨化。成功將水質從過去的「嚴重污染」大幅改善至「輕度污染」，且相較於傳統淨水設施，節省了高達 50% 的土地使用面積。同時，亦帶動了本地生物多樣性的回歸，為台灣特有亞種「黃金蝙蝠（台灣金黃鼠耳蝠）」、螢火蟲及多種本土原生魚類，提供了高度特化的專屬庇護棲地。

The project implements a multi-layered water purification strategy, including under-river-bed treatment facilities that use rope-type fixed media to clean water via gravity flow. These measures improve water quality from “severely polluted” to “lightly polluted” while requiring 50% less land than traditional installations. This improved environment supports increased biodiversity, providing specialized habitats for species like the Formosan Golden Bat, fireflies, and native fish.

The Zhuxi River restoration project serves as a vital “blue-green” compensation for the pressures of rapid urban expansion in Tainan.y reclaiming illegally occupied lands and restoring the interwoven relationship between water and forest, the project protects the “last forest in the concrete city”.

Through a design philosophy that prioritises minimal disturbance and ecological self-purification, the project has successfully transitioned a once-polluted drainage channel into a flourishing ecological corridor that balances urban flood safety with biodiversity.

竹溪二期整治所面臨的治理挑戰 The Challenges of Governance in the Second Phase of Zhuxi

竹溪二期工程所面臨的是，如何在敏感的原生森林環境中整合防洪的需求。相較於一期工程可利用較寬闊的運動場腹地進行河道拓寬，二期基地多數區段僅有9至20公尺寬，且保留大量生長完整、密度極高的既有原始林相，使傳統大規模工程施工方法在不破壞自然景觀的前提下幾乎無法執行。

此外，基地同時存在河岸土壤淘刷、邊坡陡峭不易維護，以及國有土地遭非法棄置廢棄物等問題，不僅降低河道通洪能力，也對整體生態環境造成長期衝擊。

The second phase of the Zhuxi project faced the complex task of integrating flood control within a sensitive old-growth forest. Unlike the first phase, where wider sports grounds allowed for river widening, the narrow forest sections (measuring only 9–20 metres wide) contained dense, well-preserved vegetation that made traditional engineering unfeasible without destroying the natural landscape. Furthermore, the area suffered from soil bank erosion, steep slopes that hindered maintenance, and significant illegal waste dumping on state-owned land, all of which compromised the river’s flow capacity and ecological health.

從對話開始：整合多方力量，共同推動竹溪改善 Starting with Dialogue: Integrating the Strengths of All Parties to Promote the Improvement of Zhuxi

為化解工程需求與環境保育之間的衝突，我們主動與NGO團體及地方社群展開深度溝通及交流，並與台灣濕地保護聯盟及台南社區大學合作，進行超過20場現地踏查與技術討論，建立公開透明的溝通機制。

To resolve the conflict between engineering needs and conservation, the project team initiated a deep dialogue with NGO groups and local communities. Collaborations with the Taiwan Wetland Protection Alliance and Tainan Community University led to over 20 on-site surveys and technical discussions. This transparent process included:

Public Transparency: Dedicated project websites and social media platforms were used to share execution results, meeting records, and ecological check data.
Citizen Participation: Community forums and “hand-made trail” workshops allowed residents to actively participate in the forest’s restoration.
High-Level Consensus: National and municipal leaders conducted site visits to ensure that a consensus was reached on a “minimal impact” engineering plan that prioritized the existing forest phase.

建立城市防洪的藍綠基盤 Building a Blue-Green Base for Flood Control in Cities

本計畫將設計策略由傳統工程，轉向以自然為本的解方
透過收回原作為混凝土拖車停車場之基地空間，打造「月見湖滯洪濕地（Lunar Sol Detention Wetland）」，作為竹溪流域分散式滯洪調節系統的重要節點。

動態水位調節
導入電動水閘門及充氣壩系統，依據季節變化與降雨預報進行水位管理，在枯水期仍可維持濕地生態所需水量。

佔用空間回收
透過收回非法占用的閒置土地，取得必要滯洪空間，避免以拓寬河道方式破壞既有老樹林地。

自然式護岸
採用生態工法及近自然護岸方式修復沖蝕河岸，降低淤積問題，同時保留原有自然景觀風貌。

The design strategy shifted from rigid infrastructure to Nature-Based Solutions (NbS). By reclaiming a former concrete trailer parking lot, the team created the “Lunar sol” detention wetland, which serves as a distributed flood-buffering zone for the basin. Key flood management features include:

Dynamic Regulation: The use of electric gates and inflatable dams to manage water levels based on seasonal needs and rainfall forecasts, ensuring the wetland meets ecological needs during dry periods.
Space Reclamation: Reclaiming illegally occupied idle land provided the necessary detention space to improve flood safety without widening the river through the old-growth forest.
Natural Reinforcement: Eroded embankments were reinforced using natural methods and revetments to prevent further siltation while maintaining the natural aesthetic.

竹溪水質改善行動 Zhuxi Water Quality Improvement Campaign

水質改善是竹溪生態復育的重要核心。在大型二期水淨場尚未完成前，計畫即率先導入「自然淨化循環系統」。

系統透過淨化沉砂池、跌水曝氣設施及近自然水渠道等方式，逐步過濾都市逕流污染源，有效提升水體品質。

成效驗證: 根據專業檢測結果顯示，河川污染指數（RPI）已由「中度污染」改善至「未污染／輕度污染」等級。

生態回復: 隨著水質改善，基地逐漸成為原生魚類的重要繁殖棲地，同時吸引紅冠水雞、翠鳥等鳥類進駐築巢，展現生態系統恢復成果。

Improving water quality was central to restoring the river’s life. Even before the completion of the large-scale Phase 2 purification plant, the project implemented a “Natural Purification Loop.” This system uses purification desilting ponds, cascading aeration, and near-natural water channels to filter urban runoff.

Documented Success: Professional testing confirmed that the River Pollution Index (RPI) improved from “moderately polluted” to “unpolluted/slightly polluted.”
Biodiversity Gains: The improved water quality has allowed the ponds to become breeding bases for native fish and nesting sites for birds such as the Common Moorhen and Kingfisher.

改善後的竹溪：重新定義城市與自然的關係 Rethinking Zhuxi after its Improvement

整治完成後的竹溪，不僅是一座城市公園，更成為融合生態、防洪、教育與公共生活的多功能生態場域。

空間功能升級: 原本閒置且被忽視的空間，轉化為環境教育場域與適合家庭使用的安全休憩空間。

串聯都市生活: 交通系統重新整合，將原危險的Y字型路口改善為安全舒適的T字型路口，並導入綠能設施與智慧監測系統，提升整體公共服務品質。

長期環境治理: 計畫持續進行生態監測與環境管理，確保竹溪作為城市「藍綠基盤」的功能得以長期延續，並持續服務臺南市民與原生野生動物世代共存。

The post-improvement Zhuxi is more than just a park; it is a multi-functional ecological laboratory. The project has successfully delivered:

Upgraded Functionality: Once-neglected idle spaces have been transformed into ecological education areas and safe recreational spots for families.
Connected Urban Life: Traffic flow was reorganized from dangerous Y-junctions into safer, more comfortable T-junctions, with green energy facilities and smart monitoring integrated into the site’s amenities.
Long-term Stewardship: The project remains under continuous ecological monitoring to track recovery and ensure that the “blue-green base” continues to serve both Tainan’s citizens and its native wildlife for generations to come.

鰲鼓濕地位於亞洲候鳥遷徙路徑之上，基地總面積約1,600公頃。本區域原為沿海海埔新生地，歷經填海造陸後，因地層下陷及農業活動停止，逐漸回歸為自然海岸濕地環境。本計畫聚焦於探討人類開發後土地之「棲地復育與生態共生」策略，以自然系統復育為核心，結合環境教育、生態旅遊與永續發展，打造兼具生態價值與教育意義之自然場域。

Aogu is a 1,600-hectare site located on the route of Asian migrating birds. The site has been reclaimed from the sea and unexpectedly reverted to a coastal wetland because of land subsiding and the cessation of farming in the area. The project focuses on establishing a series of re-habitation strategies on site that is reclaimed for human development, and emphasizes the site as a seeding process for the natural systems, as well as environmental education and eco-tourism.

計畫背景 Project Narrative

數十年來，廣闊平坦的海岸區域因產業與土地開發需求而持續被利用與改造，人類發展與自然保育之間的衝突，也成為全球沿海地區普遍面臨的重要課題。

鰲鼓濕地森林園區位於臺灣西南沿海地區，歷經多階段的人為開發與自然演替，最終重新回歸濕地生態系統。基地位於北港溪出海口，在1964年以前，原為典型潮間帶泥灘濕地。隨後因農業與畜牧產業需求，政府興建C型海堤並展開大規模填海造陸工程，自海域取得超過1,000公頃土地。歷史上，該地曾進行土壤淡化作業，作為甘蔗種植區、養豬場與養殖魚塭使用。

然而，隨著地層下陷及多次海水倒灌事件發生，土壤逐漸鹽化，糖業生產亦因此停止。2001年起，基地被劃設為造林區域。過去四十年間，基地地貌與棲地環境產生劇烈變化，現今已形成自然濕地與人工林地共存之獨特景觀，鰲鼓濕地森林園區亦因此孕育而生。

本計畫將鰲鼓濕地森林園區視為「自然系統演替歷程的展示場域」。基地從人為填築土地重新演變為海岸濕地，意外成為候鳥與野生動物的重要棲息庇護所。整體規劃以建立保育與再棲地化策略為核心，透過自然復育、環境教育、生態旅遊及文化永續等面向，重新定義人與自然之間的共生關係。

Over the past decades, flat and spacious coastal areas have been seen various usages and development. The contention and conflict between human development and natural conservation along the coastal area occur all around the world. The project, Aogu Wetland and Forest Park, is located in the southwest area of Taiwan, and has experienced different stages of development before it eventually reverted to natural wetland.
On the estuary of the Bei-Gang River, the site was a typical tidal mud wetland before 1964. The site began the C-shaped seawall construction and reclaimed over 1,000-hectare of lands from sea in 1964 because of the farming and livestock industry. Historically, the land was desalinated and prepared for a sugar plantation, a pig farm and a fish farm. After the land subsided and several serious inundation events by the sea occurred, the soil become saline and the production of sugar ceased on the site. In 2001, the site was selected as an afforestation area. The landscape and habitat have changed dramatically in the past 40 years, and the site now consists of a combination of natural wetland and artificial woodland. The Aogu Wetland and Forest Park comes from this changing process of environment.

Aogu Wetland and Forest Park is the showplace of the process of natural systems. The site has been reclaimed and reverted back to a coastal wetland, which unexpectedly has become a refuge for migratory birds and other wildlife. The aim of this project focuses on establishing a series of conservation and re-habitation strategies on sites reclaimed for human development, and emphasizes the site as a seeding process for the natural systems, as well as environmental education, eco- tourism and cultural sustainability.

計畫議題 Project Issues

季節性洪氾與乾旱問題: 基地目前仍受C型海堤包圍，並面臨地層下陷問題。颱風季期間，每月降雨量可達300至500毫米，造成嚴重積淹水問題；而乾旱季節則面臨淡水資源不足，進一步影響濕地及森林棲地之生態穩定性。

水污染問題: 鰲鼓濕地森林園區內設有約三萬頭規模之養豬場。雖然廢水經二級處理後排放，但處理後放流水以及周邊魚塭與聚落未妥善處理之污水，仍對濕地與森林生態系統造成顯著影響。

造林計畫問題: 2001年至2009年間，基地依經濟造林需求，以100×400公尺之區塊方式種植單一樹種。此類低生物多樣性的人工林地，在鹽化與高含水土壤環境下，面臨自然演替與生態失衡等問題。

野生動物保育與觀光衝突: 近年因候鳥大量棲息，鰲鼓濕地森林園區逐漸成為重要賞鳥與生態旅遊據點。然而，缺乏管理的觀光活動，已對濕地與森林棲地造成干擾與環境衝擊。

因此，本整體規劃以「最低環境衝擊」為原則，透過自然復育方式，重建多樣化水鳥與野生動物棲地。核心理念在於「回歸、保存與再創」基地原有的環境價值與教育意義。

Seasonal Flood and Drought: The site is still enclosed by a C-shaped seawall with the challenge of land subsiding. The rainfall during typhoon season can reach 300-500 mm per month, and create the major flood issue. During the drought season, the shortage of fresh water challenges the survival of wetland and forest habitat.

Water Pollution: In the Aogu Wetland and Forest Park, is a pig farm with 30,000 pigs. The wastewater from the pig farm is treated by a secondary treatment plant, but the outflow from the plant and other untreated wastewater from surrounding fish farms and villages create major problems to the wetland and forest park.

Afforestation Project: Based on the economic purpose, the afforestation project planted single species in each 100 by 400 meter land plot from 2001 to 2009. The artificial woodland with low diversity and natural habitat faces the critical issue of natural succession in the changing environment.

Conflict between Wildlife Conservation and the Tourism Industry: The Aogu Wetland and Forest Park is becoming famous because of the number of migrating birds in the past few years. Unregulated tourism activities create major conflicts and environmental impacts to the wetland and forest habitats.

The Aogu Wetland and Forest Park master plan aims→to use methods with the least impact to resolve the environmental problems and restore the natural habitats for various types of waterfowl and wildlife. The main concept for this project is returning, keeping, and recreating this site to its environmental and educational values.

分析與規劃流程 Analysis and Planning Process

鰲鼓濕地森林園區擁有複雜的水文系統與自然環境條件。本整體規劃透過一系列現地調查、適宜性分析與規劃程序，逐步建立發展方向，包含：
1. 盤點既有設施與地方文化資源
2. 確認並保護關鍵生態棲地
3. 預留洪氾滯洪空間
4. 尊重既有植栽與自然紋理
5. 改善廢污水處理問題
6. 發展低衝擊生態旅遊系統

The Aogu Wetland and Forest Park faces complicated hydrological and natural environmental systems The master plan is the result of a sequence of physical surveys, suitability analyses, and planning processes describing the following:
1) identify the existing facilities and culture; 2) identify and conserve the critical habitat; 3) leave room for water at flooding area; 4) respect the planting and natural pattern; 5) resolve the issue of wastewater; and 6) use the area left over for eco-tourism.

規劃策略 Strategies

保育策略
本計畫依據不同區域之環境敏感程度，建立分級保育策略。

園區西側之東石園區為核心保育區，採高度保護管理；中部區域作為生態緩衝帶，提供自然生態、居民與遊客之間的過渡功能；東側則為主要入口區域，環境敏感度相對較低，但具有高度環境教育與展示價值。

整體保育理念在於重建歷史上曾存在之多樣棲地系統，包括沼澤、紅樹林、泥灘地、開放水域、鹽灘、溝渠、林地、草地、野放農地及魚塭等多元地景，共同整合為完整濕地森林生態系統。

水文策略
由於基地淡水資源相當匱乏，因此「保留所有可利用淡水」成為水文規劃之核心原則。

考量降雨分布不均，規劃透過多樣化濕地系統，提高淡水資源利用效率。東石園區中央設置大型滯洪池，可容納約30萬立方公尺暴雨逕流，作為颱風季節之調節空間。

聚落生活污水及農業排放則透過排水溝渠收集，經人工濕地淨化後，再儲存於滯洪池中，以供乾旱期間使用。此系統不僅提升基地綠化與生態韌性，更成為整體生態循環運作的重要基礎。

植栽策略
因過去造林計畫導致林地生物多樣性不足，部分樹種亦因鹽化及高濕土壤而生長不良。

本計畫透過微地形調整與原生植物導入，逐步恢復自然棲地環境。植栽策略包括：
-生態復育植栽
-緩衝隔離植栽
-防風植栽
-歷史景觀復育植栽

整體規劃以海岸新生環境為基礎，依循以下步驟進行：
1.詳細調查各造林區既有樹種
2.透過微地形改造與原生植物補植，恢復植群多樣性
3.讓自然演替機制逐步接管環境發展
4.結合多元地景與生態活動

分區策略
鰲鼓濕地森林園區以「綠色梯度（Green Gradient）」概念進行分區規劃，自東向西逐步提升環境保護強度。

整體可分為三大園區：
東石園區（核心保育區）
擁有最高生態多樣性，為主要保育核心。規劃將人工渠道自然化，並建立多樣濕地系統，以提升雨水滯留、淨化排放水質，並支持多元棲地發展。

鰲鼓園區（永續利用區）
基地中央保留約300人聚落。本區作為「明智利用區（Wise Use Area）」，居民可持續進行養殖生產，同時發展戶外環境教育。透過環狀濕地系統與水道串聯，兼具防洪、污水處理與生態循環功能。

溪子下園區（公共入口區）
作為整體園區主要入口，鄰近知名廟宇。規劃大型開放水域空間，並設置漂浮式遊客中心，使訪客於進入高敏感區域前，即可體驗自然環境並接受生態教育。同時提供公共服務設施，並作為地方商業與觀光服務發展基地。

Conservational Strategies
The conservation strategies are designed based on environmental sensibility in various areas. The western site of the park (Don-Shi Park) is the conservation core area with strict conservation policies. The middle part of the park (Don-Shi Park) plays the buffering role and provides services to natural species, villagers, and visitors. The eastern part of the park (Xi-Zi-Xia Park) is the entrance of the park with less environmental sensibility, but of high value in regard to education and demonstration. The main concept of the conservation is to restore and re-populate various types of habitats to recreate various eco-systems that existed here historically. In the master plan, marsh, mangrove, mud flat, open water, salt mud, ditches, woodland, grass land, wild farm, fishing ponds, etc., are merged into the wetland and forest park.

Hydrological Strategies
Freshwater is scarce at the site. Therefore, keeping all available fresh water on site has been the guideline for the hydrological strategies, except the storm rainfall intensity is higher than design standard. Since the rain is unevenly distributed over the year, various types of wetlands have been designed for maximizing utilization of the available freshwater sources. A flood-detention pond at the center of the Don-shi Park, which is capable of storing the 0.3 million cubic meters of storm rainfall runoff that comes only once or twice a year. Domestic discharges and farm disposals are collected through drainage ditches, purified through a set of constructed wetlands, and stored in the detention pond during the dry season. This will play the most important role in keeping the proposal green and viable.

Planting Strategies
Due to the afforestation project, the low diversity of the woodlands, and several species are not in a healthy condition because of the salty and wet soil. The master plan alters the micro-topography, and uses the native species to recover the afforestation area gradually. The planting strategies include ecological replanting, buffering replanting, wind-breaking replanting, and historical-replanting strategies. The master plan focuses on the emerging coastal environment strategically with the following sequence: 1) get detailed surveys of the tree species in each 100 by 400 meter land plot; 2) create micro-topography changes and replant native species to re-habitat the diversity of planting; 3) allow the environment return to the natural succession through time; and 4) merge diverse landscape and related activities.

Zoning Strategies
The Aogu Wetland and Forest Park is zoned with the idea of green gradient. The park is planned for more environmental diversity, with strict and higher protection guidelines from east to west sides of the site. The park can be divided into three major parks. From west to east are Don-Shi Park, Don-Shi Park and Xi-Zi-Xia Park sequentially. Don-Shi Park has the highest diversity and is the core for conservation. The plan is to alter the artificial channel to natural waterways and various wetlands for restoring the most possible rainfall runoff during the wet season and purifying all available disposals to support the emerging diverse habitats. Aogu Park has a small village (300 people) in its center. This park acts as a Wise Use Area in the master plan. People living in this area can practice their fishing farm in a sustainable way, and use this area as a center for outdoor education. A ring-wetland system will be connected through created waterways around the village to protect it from flooding and treating the domestic disposals. Water will be circulated within the ring by using the flood drainage pumps to maintain creativities and biodiversity during the dry season. Xi-Zu-Xia Park is holding the entrance of the whole project area and is next to a famous temple. This park is a public access area with a deep open water park in the master plan. The visitor’s center will be floating on the water, letting visitors experience the natural environment and become educated before going into the park with high environmental sensitivities. Basic services and facilities can be provided to the public. Local people can use this area to set up their commercial development and services to the whole project area eventually.

執行與管理 Implementation

本次整體規劃透過大量公眾參與、專家諮詢及跨部門會議共同推動，藉以確認關鍵議題並建立規劃執行方向。

計畫採分期推動方式，以最小人為介入處理重大環境問題，並透過監測、教育與管理機制，逐步引導自然演替進程。

此外，規劃中亦建立完整組織架構，整合非政府組織（NGOs）、地方社區、政府機關及專業委員會等多方單位，共同維持園區長期營運與永續管理。

The master plan is developed through a serious public involvement, meetings, and consultations with experts that helped identity key issues and shape the planning process. The master plan includes phasing strategies with the least input regarding significant issues, and let natural succession take over gradually within a monitoring, educational, and management framework. An organizational structure, including NGOs, communities, government, committees. etc., is provided in the master plan to facilitate and maintain the operation of the park.
